On the occasion of the ninth anniversary of the signing of the United States Constitution, President George Washington bid the new nation farewell. He had already dedicated 45 years of his life to the service of his country, but he did not depart public life without giving his countrymen something else of value — his counsel for the future. The words that Mr. Washington spoke on September 17th, 1796 are for the ages; they are as valuable now as they were then.
